1 END THE WAR IN 2010 (ROLL CALL #98)

Dennis Kucinich (D-OH) introduced this resolution to direct the president toremove all troops from Afghanistan by December 31, 2010. The hours of debateshone a light on growing opposition to the war, and the vote laid down a markeras 65 representatives supported the strongest bill yet on withdrawing troops.Failed, 65-356.

2 FUND A SAFE AND ORDERLY WITHDRAWAL(RC #432) 

As the House debated spending more than $30 billion on escalating the war, Barbara Lee(D-CA) offered this amendment that would have prohibited military funding for anything otherthan a safe and orderly withdrawal of U.S. troops.Failed, 100-321.

3 CONGRESSIONAL VOTE COUNT AGAINST WAR

After racking up cosponsors on a bill to require the president to set a withdrawal timeline,Jim McGovern (D-MA) and David Obey (D-WI) offered a version as an amendment towar funding. This vote marked the height of opposition to the war in the House, with 162representatives, including Speaker Nancy Pelosi, voting in favor. Failed, 162-260.

4 X BILLIONS MORE FOR WAR (RC #474)

The House took a final disappointing vote to pass more than $30 billion infunding without restrictions to continue the war. Passed, 308-114.

IRAN

5 X COUNTERPRODUCTIVE SANCTIONS THAT HURT IRANIANS (RC #394)

This final vote on broad, unilateral sanctions against Iran happened after theHouse and Senate each passed different versions of sanctions (see the PeaceAction 2009 voting record). The final compromise version did not addressconcerns about the impact of sanctions on regular Iranians who do not havecontrol over the actions of their authoritarian government. Passed, 408-8.

WASTEFUL WEAPONS SYSTEMS

6 CUT FUNDING FOR JET PARTS THE PENTAGON DOESN'T WANT (RC #316)

In the midst of a recession that is putting social programs on the chopping block,Congress once again refused to cut weapons programs that even the Pentagondoesn't want. Chellie Pingree's (D-ME) amendment would have cut $485 millionfor the wasteful alternate engine program for the F-35 Joint Strike Fighter.Failed, 193-231.

NUCLEAR WEAPONS

7 PREVENT DANGEROUS NUCLEAR PROLIFERATION (RC #16)

Tracking and securing nuclear material is essential to preventing smugglingand improving our security. The Nuclear Forensics and Attribution Act, offeredby Adam Schiff (D-CA), builds investment in the science of nuclear forensics,allowing the government to track sensitive nuclear material and cooperate withallies to prevent nuclear terrorism. Passed, 397-10.

HUMAN RIGHTS

8 PROTECT GIRLS BY STOPPING CHILD MARRIAGE (RC #645) 

Research shows that where women are empowered, societies are stronger, withmore stable economies and better human rights records. In our interconnectedworld, programs that empower women and girls make the world better andsafer for all of us.This bill would have authorized the president to provide assistance for economicand educational opportunities and directed him to develop a strategy to preventchild marriage in developing countries. While the bill received majority support, itwas brought up through a procedure that required two-thirds support and was thusnot passed. Failed, 241-166.
