There is an effort underway in the House of Representatives to force a debate on a withdrawal of US troops from Iraq, and it's picking up steam. Last summer, Republican Rep. Walter Jones of North Carolina joined Democrat Rep. Neil Abercrombie of Hawaii to introduce H.J.Res.55, which calls upon President Bush to develop a plan to withdraw US troops from Iraq.
Usually this type of bill, opposed by the House leadership, would never see the light of day; but there is an important tool that Representatives can use to require a debate—the discharge petition. If the petition for Jones and Abercrombie’s bill gets 215 signatures, Congress must spend at least 17 hours debating a withdrawal plan for Iraq.
